interoperability, the ability of different military organizations to work together effectively, strategic dialogues, formal discussions among nations to build long-term relationships, joint military exercises, activities where soldiers from two or more countries train together for a common mission, transparency, being honest, open and clear about what you are doing so others can trust you, multilateral, involving more than two nations or parties working together (e.g., ASEAN, UN…), "Four No’s" policy, a special rule of Vietnam: No military alliances, no foreign bases, no taking sides, and no using force, modernization, the process of upgrading equipment and skills to meet modern standards, stability, the quality of being stable, especially in a political or security context.
