Tier 1: All students (100%), on-going differentiation., universal screenings and benchmarks, District curriculum/core reading program, whole class/small group, general education teacher, ongoing implementation , classroom teacher, Tier 2: targeted interventions, in addition to core instruction, some students (less than 15%), progress monitoring biweekly of target skill , evidence based strategies , Three 20 minute sessions per week, small groups (4-8 students), general education classroom, but may be outside of the classroom, classroom teacher or other professionals, each cycle 6-8 weeks, small group problem solving, Tier 3: individualized problem solving, intensive and individualized, focuses on specific foundational skills, few students (3-5%), progress monitoring occurs weekly on targeted skills, research based curriculum and evidence based strategies, Five 20 min. sessions or three 45 min. sessions, in addition to Tier 1, direct support of 2-3 students; or one on one, specialized staff , each cycle is 8-10 weeks,
